2 suspects arrested for murder in death of 12-year-old girl, HPD says

HOUSTON (AP) — Two men who were seen on surveillance footage with a 12-year-old girl before her body was found in a Houston creek earlier this week were arrested Thursday in her death, police said .

Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, face capital murder charges in the killing of Jocelyn Nungaray, police said. The medical examiner determined that her cause of death was strangulation.


It was unclear if the two suspects still had lawyers to speak on their behalf. Their names were not listed in jail or court records as of Thursday afternoon.

Mayor John Whitmire said the two men accused of killing Nungaray should be denied bond. The suspects were arrested Thursday morning about half a mile from where her body was found.

Jocelyn’s body was found early Monday morning in the shallow waters of a creek. Police said she had snuck out of her nearby home the night before.

Police said surveillance footage showed the men meeting Jocelyn before going to a store with her.

The three then walked together to the bridge where Jocelyn was killed, police said. It was not yet known if Jocelyn knew the men, who were roommates, police said.

Police said the results of a sexual assault exam on the victim are pending.

Police on Tuesday released surveillance photos of the two men, who were named persons of interest at the time.
